@matthew_wintle In Europe, they can’t do that (second link is in French) because it’ll probably violate the GDPR. But before they got fined by various data protection agencies (UK, France), I’d say they shared data. theverge.com/2018/3/14/17120446/whatsapp-user-data-sharing-facebook-uk-privacy-ico-protection-gdpr-europe faq.whatsapp.com/general/26000112/?eea=1

@matthew_wintle So I think, by default they probably share data between WhatsApp and Facebook to tailor ads on Facebook, and stops when they are told to stop by a government (that can make a credible threat to punish them harshly).

@matthew_wintle (The European Commission fined Facebook in 2017 because they lied about this data sharing during the WhatsApp acquisition: theverge.com/2017/5/18/15657158/facebook-whatsapp-european-commission-fine-data-sharing. Not playing with the rules in Europe might cost them quite a lot of money, especially with the GDPR fines.)
