@imbernomics @SHamiltonian Seems unlikely to me that France would say no I think Macron is pushing really hard behind the scene to coordinate a strong European response. He ran in 2017 on a "Putin is a threat" platform, it’s definitely his time to shine – especially with the upcoming election.
