Basically you need to present a research agenda to the grad school you’re applying to, so you need to have a potential advisor in the first place Hence why you make so little applications Most people I know only applies to a handful of grad schools, and most only to one

Some grad schools recruit before summer, some in September So there’s also an opportunity to play a strategy involving time (which was my case: if my first application was unsuccessful, I had a plan to apply to another grad school in September)
