      1, 2 and 3: seems it’s the case 4 and 5 seems a bit less convincing, because scientific studies are available to everybody, not just a couple of countries. On the other side, not all scientific knowledge circulates via pubs, so…

        Maybe it started like an information cascade, and then turned into a sequential game where if Pres/PM X does not suspend the vaccine, they’ll be criticized because Y did, and so they suspend it defensively (to avoid being criticized)
