      @snavarrol I don’t know how it translates to Canada but the French government did something similar. The PM explained last week it’s not orders but pre-orders, and that it’s basically an insurance in the case where some pre-ordered vaccines don’t make it.

    @snavarrol He was very clear (at least for what I recall) that the government does not expect to actually buy as much doses as they pre-ordered
