      @jenniferdoleac In June, a call circulates internally where everyone can suggest names, including grad students. Then the organizers send several rounds of invitations. There is no formal decision rule as we are a small department, but we are constantly informed on the names we suggested.

    @jenniferdoleac If the invited person does not respond or can’t come, the person who suggested the name discusses what to do with the (main) organizer. So at the end, decisions are made by faculty, grad students and organizers.
